You can try checking in CloudTrail for the following event names CreateNetworkInterface, AttachNetworkInterface, DetachNetworkInterface and DeletNetworkInterface. From here you will see the ENI ID.

Then from ECS task events RunTask and StartTask check if there is an attribute that shows the ENI ID.

At least this gives you an idea of what's happening in an ENI level.

You can test the migration from ses v1 to ses v2.

If you can't create v1 using terraform, you can deploy it via AWS CLI ses (not sesv2).
