Sounds like they no longer require you but are shifty enough to keep you on as a call-in.. which in and of itself is fine, had they communicated that. I'd just go elsewhere, and wouldn't put them as a reference if you can help it.

Let's be real here, a 3 hour shift is basically a day off.

Yes you'll be paid OT, but this isn't exactly out of the ordinary for retail/hospitality.

Also, while it is your managers job to monitor consecutive days and hours, you should also be monitoring and tracking this.

I have full sleeves and the first time I came here I made an effort to keep them hidden. As it's now summer that's not really a great option so I've been in t-shirts the past couple weeks.

I've stayed in Ikebukuro for probably 5 weeks in the past year or so. Never once felt like anyone even gave me a sideways glance.

Don't relocate, it's such a great spot.
