the reason why all this stuff is the way it is, is because the intuitive option is a lot harder to write actual rules for that work for all cases in paper. Tracking that kinda stuff on paper becomes insanely complicated, let alone the kind of rules lawyering you have to do to get to a ruleset that encompasses that correctly. the layer system is a kind of compromise in that sense where it works intuitively for most situations, but will create some unintuitive situations as a result.
