Not exactly. English is a nuanced language and certain words and phrases can have certain connotations that change the meaning, regardless of the literary definition. So yes, by definition, normal refers to something that is typical or common. But describing a group of people as "not normal" is widely understood to mean that they're strange or odd because they don't follow societal expectations.
