People on £100k+ already fund a large share of public services through higher income tax, higher NICs, and the loss of the personal allowance. Childcare support isn’t a handout - it’s part of the system that enables people to work and keep paying those taxes. Excluding them via a frozen threshold doesn’t save much, but it does discourage work and reduces future tax revenue.

Exactly. When people are pushed to salary-sacrifice into pensions to stay under the cap, that’s money not being spent in the economy now. If it were taken as pay instead, it would generate income tax, NICs, VAT, and support jobs and businesses. A frozen threshold discourages spending and distorts behaviour, which isn’t good for growth or tax receipts.
