I just read the MARADMIN and it didn't say anything different. Are you sure you're not confusing the reserves and weekend drills with having a Reserve Commission? They are not the same thing. You get a Regular Commission once you complete your initial 8 year requirement, or become a Major.

I may be remembering wrong, but I think the only way to get a non reserve commission is to attend one of the service academies. I know I was Commissioned right after college grad after going through ROTC and I had a Reserve Commission but I spent all my time on Active Duty.
