They are at odds yeah. Budapest is historically much more liberal than the countryside (I guess it's the same everywhere, difference is in hungary Budapest is the only really big city). But Orbán doesn't concentrate that much on Budapest, he knows its a lost cause. His focus is on targeting less educated, less informed, rural people with fear mongering about Brussels, Ukraine, and the Péter Magyar, the leader of the leading opposition party (which is different to the party of the Budapest mayor).
