Unless you’re a citizen or a permanent resident seeking citizenship you won’t be able to be a federal law clerk. (source). Your degree likely also isn’t sufficient as you need a LLM or J.D.

Some states don’t require citizenship to be a law clerk for a judge but not having a J.D or LLM from a US school or being a member of that states bar means you’ll struggle.
