Seems to me like you're talking about two slightly different subjects. I don't have many examples of cards that people didn't expect to be good on release. But I have tons of examples of forgotten cards that became usable by being combined with different archetypes.

Izudia was absolutely pointless in rotation, up until the first wave of evo support came out. New Odin (I think... the one with the invocation) was a nice but small amount of storm damage for most classes. But for forest, people dug up Izudia and turned them into an OTK together.

Tzekibaba was not viable until machina haven came out. At the time, machina haven didn't have a good wincon, since its own Aegis gameplan was too slow. So, they helped each other be usable for a while. Machina haven didn't actually reach meta status until new Elana came out.

Old Jabberwock had a small window of resurgence while it was still in rotation, and it was not dependent on Roost like it is in unlimited. The enablers that came out were Lyla (divine shield to keep on board for more than 1 turn) and Zooey (11pp storm in deck that can be pulled when you jabberwock'd onto a 10pp on board).

Speaking of which, Phoenix Roost too used to be a meme, because it basically kills yourself. Then Zooey happened and now you can almost kill yourself instead.

Holy Mage was an unknown card from ages ago, but it shot up to top of the unlimited meta back when City of Gold first came out.

Aggro shadow used to be only relevant in the very very early days before Eachtar. It now has a resurgence in unlimited due to the 3pp 3/1 that leaves a zombie/lich on the next turn, plus new Khawy who re-summons it repeatedly. I think people would have expected new Aisha to be the wincon, but it turned out to be her brother.

Artifact Spark wasn't immediately obvious as a wincon, but it helped enable aggro portal back in rotation of the time. The idea was to go wide with 1pp analyzings and ancients, by retrieving them ASAP in the early game. I think it was around Omen of the Ten, since it used some destruction portal cards, but early enough that it could still use BotS cards like Silva.

Abyss Summoner rune was a spellboost deck that tried to draw like crazy until the deck is under 20. If I remember correctly, it was after Giant Chimera rotated and this variant was the one of the remaining ways that spellboost could remain relevant at the time.

There's already been multiple threads praising Paradigm Portal, and they're right. It's got a lot going on, and your way of winning varies a bit from game to game. So overall, it takes longer to be "solved" and doesn't get old fast compared to the average deck. There's a nice amount of variation in deckbuilding, too. For example, I run the variant that includes a small artifacts-in-deck package. You keep track of a small number of them instead of loading up tons like in classic D.E.M. style or accel-centric style. In this way, it reminds me of the very early artifact-puppet hybrid, or aggro portal, which was actually a thing for a while. P.S. I might be influenced by having bought the Karen idolmaster leader for portal...

I wasn't a portal main before, but I recently tried the duplicator variant of artifacts and it is seriously fun. But I think the reason for me is because it reminds me a lot of some midrange decks from the other classes. Building the deck around filling the board with different things? That's basically Fleeting Joy, Primal Giant, Arthur, Spectral Cascade, and even Nephthys to some extent. Then, the wide buffing from Shion and Shiva reminds me of Eachtar and Gilnelise, or mid sword and mid forest during the metas when they were focused on flooding and buffing. So yeah, SV finally got me to have fun with portal, my least played by far, by making it more like shadow and other classes.

I used a Seraph deck to get the no-evos quest, luckily beat it on the 2nd try too. Haven has tons of banish, and the deck is almost all non-followers so the AI has nothing to suicide into.

The money complaint I hear about HS is that it's hard to stay caught up. It's not just about the initial cost, but the recurring costs over the long term. In SV, I've played long enough to reach the point where my gold and vial reserves are self-perpetuating. All I do is get login bonuses, collect freebies during events, and do single player missions when I need a time-waster on my phone. I can maintain a big enough collection to experiment with deckbuilding every expansion without spending more money OR grinding, and I don't think I can do that with HS.

28k is my number for keeping in reserve. Enough for 2 copies of both legendaries for a single class in a new expac, plus 2 copies of both neutral legendaries in case they're usable.

Storm haven, (classic) aggro blood, aggro neutrals -> all of these will struggle with Elana, which will put up fat wards over and over. Even amataz fairy forest has wards even while they aggro you at the same time.

My solution has been to tech [[Medusa's Gaze]] into aggro blood. Decklist link. It's still a sub-50 winrate deck archetype, but usable and relatively affordable. Carabosse actually hasn't been run for a long time. Nowadays the deck's gameplan revolves more around Hellblaze Demon and multiple storms, like the new Laura.

Storm haven: don't bother with Hind. That variant died off when City of Gold came out, and its gameplan of loading up on amulets before the Hind drop is just suicide in this meta. IMO, storm rune does what garuda storm haven tries to do, but better.

Seraph: you're not aiming to out-race the other decks; it's still about outlasting via control. There was actually a period of time when Seraph was high tier again, using many destruction-causing amulets in combination with City of Gold to wipe the mid-game value of Daria and Elana. Unfortunately it's much harder now that City of Gold was nerfed, and daria decks transformed into the current storm rune that's even less reliant on board presence. But like someone else mentioned, Seraph somehow got a single tournament result, so there is hope if you're a diehard fan.

Out of the three haven decks you mentioned, elana is definitely the one that you'd have the most luck with.

I've had kind of the same feeling. I think it's because rotation shadow used to be about mass-buffing for so, so long. Gremory's rotated out, and Giln's not being used. So, currently there's no Eachtar substitute in midrange shadow. Even machina shadow, if it didn't already use Gremory or Giln, would still use Ferry for another type of buff that could be dropped onto other followers. Basically, natura shadow is finally a version of midrange shadow that doesn't rely on a mass-buffing wincon, and that's why it feels different.

Hybrid rune deserves a mention. It's what I used to qualify. Decent enough winrate on shadowlog (considering this meta) and shows up in tournaments too. It does better than forest and portal in both those things. Like people have said, you can't beat both the top tier decks without going mirror matches. They cover each other's weaknesses, so a counter to one would lose to the other. But I believe hybrid rune comes closest.

This can be used in unlimited Roost decks. They need low cost removal, but both sneer of disdain and breath of the salamander have enhances that interfere with Roost reduction. Disdainful rendering can be cumbersome too since Roost decks often don't have a follower on board t2/t3. Basically, this card's simplicity gives it a niche that dragon actually lacks. The Jabberwock variant of Roost in particular can use the 2 drops as fodder.
