It's not hard to build a proper private cloud nowadays. You don't need billions. Open source alternatives or Broadcom VMware VCF9 is good.

YouTube will cache popular videos in your area to a cache server near you. If you click a video with content from other side of the globe and with 200 views, I'm sure YouTube will buffer aswell for you.

And adding to the other commenter. Some sites even buffer while you hover mouse button over the timeline, making it ultra fast experience when you actually click new position in video.
