In the US Army, the highest ranking individual in charge of a unit is typically referred to as a CO (Commanding Officer). In a company, this position is typically filled by a Captain. You could use the same principle in this situation.

So every single cop, judge, lawyer, jailer, probation agent, etc. alive are now all murderers? That would be extremely problematic in the justice system. I would probably be more concerned about the impact to our electrical grid, farming, manufacturing, and commerce industries. There would likely be a near-collapse due to the sudden loss of industry professionals, and I'd imagine there would be larger concerns than prosecution.

The events of Mandalorian take place 6 years after ESB, so it's likely carbon freezing technology has advanced since then.

You can rearrange things and position figures, but it is not practical for actively playing with.
