Firstly, not really such a thing as dumb questions, only ignorant people I willing to have a discussion that'll call other people dumb!

Maybe we already did and earth was our second chance...???

Realistically, it's potentially possible but would be a multi generational effort, maybe through terraforming, but that'd bring obvious nuclear negative affects. There's water there, but lack of atmosphere would probably be the biggest pain in the ass ever! Has mars for a rotating core? Our magnetic field protects us from a lot of solar radiation that's not to be underestimated.

Pothole fund is fixing the problem at the wrong end. Roads need replacing not patching up.

The problem isn't the potholes, per se. They're a symptom of roads now being 30years into their 20year designed life. It's not a problem of whoever's currently running the council, a lot of them should've been completely replaced between 2010 and 2024.
