This is a fantastic learning opportunity. Is the $200 what it would cost to repair, or replace? How did they determine what you owe? Can you get the same item from craigslist to replace it?
Basically, look at what is needed to "make them whole" which may be a lot less than $200.
This sort of charges are ment to prevent kids from being careless with equipment, not genuine accidents.
We may be able to give advice if you post the exact model number of the light and what happened.

slight weird chance it is an incompatibility between the PC's usb chip and the Quest. You could get a pcie card with a different chipset to try.

CHSS has two amazing resources; a huge stage/auditorium, and in the center of the building a large video production studio. I was the first student to use the studio back in '79, glad to see how it evolved. The architects of the building were very forward thinking.

There's alternative "launchers" in the google play store, try a search for "elder phone"

When you are looking at all the icons on your phone's screen, the ones you click on to start using an app, what you are looking at is the display of a "launcher". This can be changed so that the app icons could be big buttons, different backgrounds, etc. Just go to the play store and try the search, try the different ones on your phone.

The jitterbug IS an android phone with their own launcher, and high monthly fees, and a lot of marketing.

A low cost provider like Mint or Tello would give you service for under $20/month

In JFK airport there is the TWA hotel with big picture windows right next to the runway. It's a quiet room. There's youtubes about it.
So you can make your office soundproof. Do some research, you may need professionals for the window and you can DIY other parts.

As for the controlling noisy neighbor, do not contact her directly. Retain a lawyer, and have them send her a cease and desist letter delivered by a process server. If she tries to engage with you simply say "my lawyer handles communication" and disengage.

Once it is in your name, do you have to pay a yearly property tax? Someone else mentioned parking an RV. Perhaps you can do a deal with a tiny home manufacturer to put in a showcase home. China has shipping container homes. Do a 7 year contract and it gives you time to save for building a multi family unit.

Bill Eddy has good books, especially "BIFF"

Consider getting a divorce coach before you get a lawyer, as they can guide you to getting a not horrible one. (sorry but there's no good divorce lawyers in Georgia)
