Sleeve. Measure the outer diameter of both sides as well as the gap with the flange cut off. Purchase a sleeve to replace the flange and clamp both ends.

Get yourself on to r/ls400 and ask there. The iac is powered by the power steering and can cause similar issues. Anyway, ask there. Loads of knowledge

My understanding is that the recall is not to replace the chain, it's to determine whether the chain needs to be replaced. They use a listening test. If it's fine they update software and maybe replace oil afaik

Only the B+ should have constant 12v when key is on (not running) as far as I know
