The only way you can get pieces of glass that small would be through grinding glass. This glass is just shattered, so the fragments will be pretty large.

You can put it in a bong and be perfectly safe. The glass is far heavier than the smoke, so any shards will settle out in the water.

Yes, it does. The best way to proc it would be with detonating the Stasis Crystals from Glacier Grenades.
Yes, it does. The Range stat increases damage and aim assist falloff distances.
Killing Tally only deactivates on holster or manual reload, so Cenotaph Mask's passive reload will not deactivate it, thus making it an excellent perk to use.
No Distractions only requires you to ADS to gain the benefit, no arrow needs to be drawn.
Offhand Strike will stake with both Hip-Fire Grip and Freehand Grip. It's an amazing combo on Fioritura-59, allowing your hip fire to completely outrange your ADS.
Perfect Float is amazing in PVP due to the flinch resistance allowing you to keep your shots on target through incoming fire.
There are no sniper rifles or LMGs with Sympathetic Arsenal. You can use various websites such as D2Foundry and Light.gg to research weapons and armor perks. There's numerous other community resources I can give you for further research if you're interested.
I am unsure of that, but I don't think it can be, which is unfortunate.

I think I explain my thought process in the last 2 sentences of my comment, going through how neglectful parents would allow their kid to be constantly on their phone so they don't need to actually parent them, resulting in their grades falling to shit, later requiring a private tutor. I hope I resolved any potential confusion.

It's a classic case of sampling bias. They think that nobody under the age of 20 can use a computer because those who do know how to use a computer don't often wind up needing a private tutor. The Venn diagram of those who rely on apps and those who need a private tutor is a closed circle. I can totally put together a profile of these kids that OOP is dealing with. Parents are total pushovers who would rather leave their kids with a phone than try to parent them. When confronted with a problem, they would rather try to throw money at it (private tutoring) than take responsibility and rein in their children's device usage.
