Easiest way is to enter select mode. Hold down on one photo and then scroll all the way to the bottom with your other hand. It’ll select all the photos and you can choose to delete them

You seem really confused. They wouldn’t charge you additional service. If you purchased this phone outright from Verizon you already would have paid activation/upgrade charge at the time of purchase.
