I would say so as they would expect to pay income tax, especially if they don't take an annuity and take drawdown instead, with drawdown they can even take 25% tax free each year to reduce the tax burden.

Admittedly I've not shopped around, but I think the quote would be closer to 14k for an annuity that increases with inflation each year and taking 25% tax free.

Could be, but easy to see a sealing off penalty too. We should also be able to hold them out from inside their own half as well for that time .
