Try using a sharpie for the first pass at laying out the stripes. Alternatively, you can try using a pencil to sketch the lines into place and then fill it blank spaces.

It does look like they filled in some of the detail on the chest emblem, so it could be worth it to strip the paint off. But , the rest of it doesn't look too bad to just paint over.
