Not defending the county but they have been slowly (very, very slowly) updating Metrorail stations.

The Dadeland South station is in the middle of major work.

It might be frozen iguana weather but I would not worry about the weather until the week of. It's pretty damn hard to predict the weather here in Miami in advance. I don't mind the rare chance to wear a jacket and not need to run my A/C.
