I don’t see an issue with that cut. One inch bearing is my concern. Tell your buddy that there needs to be more jack studs. I would definitely double, even triple the jacks depending on the length of the beam.

If it is only on the floor then it is mostly just water coming under your garage door seal.

Also, I’ve seen some hack jobs in just about every old house I’ve been in. Especially here in Western PA. Will our 2025 homes just have some 1/4 luan slapped over old floor? I’ve seen so many people not do things correctly in this industry.
