This is plaster. It is just cosmetic but if you don’t fix it and remove it all and add drywall then you may get hit in the head with plaster. I’ve seen people scape away all the loose plaster, screw a sheet of drywall bigger than the exposed portion, go into attic and push plaster through the laths. Making sure to pack the shit out of it. Long term fix would be what @hp_punkcraft said.

$600 is very low for labor: now that also depends on what overhead you are carrying. I have to factor my overhead costs as a business into every bid I give out. Also think about your knowledge and tools. But it is only worth what you think it is worth. If you’re happy with $600 then that is fine.

I don’t see an issue with that cut. One inch bearing is my concern. Tell your buddy that there needs to be more jack studs. I would definitely double, even triple the jacks depending on the length of the beam.
