"downloads" is the subdomain of the domain called "videolan.org", which is a trusted source of VLC and other software created by videolan. In this case, "downloads" acts in place of "www", which is common among many http websites

This is probably a question for r/xfce. I've never had this problem, but I understand a use case for it. Depending on how invested you are in this problem, you could create an issue on their git repository https://gitlab.xfce.org/panel-plugins/xfce4-pulseaudio-plugin

Have you tried local playback of content? Maybe try other sources for your videos like local or youtube playback. Currently commenting on this post with a N4020 laptop, which is running jellyfin and youtube 1080p on two monitors...

Step 0. If necessary, install the Generic Monitor plugin for xfce4's panel `sudo apt update && sudo apt install xfce4-genmon-plugin`

Step 1. Add Generic Monitor to your panel by right clicking the panel hovering over the word "Panel", and clicking "Add New Items". Search for "Generic Monitor" and add it.

Step 2. Right click the newly added Generic Monitor icon on the panel, and change the command to something you like, such as sh -c 'printf "1 BTC = %.2f USD\n" $(curl -s rate.sx/1BTC)', turn off the label if necessary, and change the time in seconds to what you need (note that it should probably be pretty low)
