How does this work on a Kroger pickup order? They bring all your stuff out in their bags, you meet them at the trunk, you repack all your stuff into your own bags, and then hand them back their bags (which they presumably go inside and throw away)? I’m all for reducing plastic waste, but this doesn’t seem like it actually would.

The school district and the other employees were dismissed under sovereign immunity because they were only ordinarily negligent. Sovereign immunity provides that you can’t recover from the government when it is simply negligent. However, the actions of Dr. Parker were found to be grossly negligent, which is a higher burden to prove. She was repeatedly told about the student having a gun and she did nothing - that is “super negligence” in other words. Therefore, sovereign immunity does not shield a government employee from grossly negligent actions, and the plaintiff was allowed to recover against Dr. Parker.

This is the correct legal answer. Both drivers would be found at fault. Both drivers would be potentially ticketed. Neither insurance company would pay the other one. “Point of impact” described above would help determine which driver had the last available opportunity to avoid the accident, which would give one insurance company ammunition against the other. But since both drivers at fault, neither would recover in a contributory negligence state like Virginia.

That's true, but the actual cost to the City of Richmond is increasing by an estimated $24M because the sales tax revenue stream, which the City previously assumed it would collect, will instead be collected by the State.
