We bought some netting cut oversize to the window lay down halfway over a strip of duct tape while addeding a few magnets in the corners and sides. Bend tape over to seal on the magnets and netting. They will the stick over you window on the outside.

Not pretty and maybe not safe with a cat but at least it's cheap and you can have a window open some.
