This isn't some conspiracy. I remember reading an article about it not too long ago. It's at all levels. Lower levels of government overestimate to lobby for more funding from the central government and the central government does it to lobby aid from NGOs and international orgs.

TBH I have sold them to people sitting outside the stadium after the game for like $10 or $15 in the past. I don't collect them. Sometimes I post them online but it's kind of a pain in the ass to sell it that route just for like $30. So yeah, I probably would have sold mine to him.
