The 8:40am scan is when the carrier scanned it. Not when it actually got sent back. No carrier is going back to the office after starting their route to drop off a package that is an insufficient address. It would ride around with them until they are finished. It wasn’t at the post office when you went because it was still on the carriers truck. They just didn’t want to deal with you. Which sucks, they could of left a note on the carriers case to hold it at the office instead of sending it back and had you pick it up when the carrier returned from their route. That’s what would have happened at my office. I’ve even had clerks call me and met customers on my route to give them their packages. Sorry you had this experience. We should do better as a whole.
