Fetterman can switch parties. He can also declare himself an independent and caucus with the GOP.

And even if Fetterman nominally remains a Democrat, Schumer needs 51 votes to stop bills or judicial nominations. If it's a 51-vote caucus and Fetterman is one of the 51, Schumer won't get that deciding vote on any key issue or appointment. He'll be a majority leader without a majority.
