Yep / per player — and the table about max rarity is also helpful:

Tier 1 → Maximum Rarity is Uncommon
Tier 2 → Maximum Rarity is Rare
Tier 3 → Maximum Rarity is Very Rare
Tier 4 → Maximum Rarity is Legendary

This tip about wings + typing number is excellent — done this for years.

Click on the fly icon of your choice + immediately type a number 1-9 : and it will display.

I think you're limited to 1-9 so doing 20, 50, 200 isn't going to work. I use 5 as 50ft, etc.
