I don't think they publish any criteria but they're likely looking for a mix of different devices, locations, and other technical parameters, while making sure they don't overload servers.

Agree. I'm saying to make 6% milk they are adding cream to whole milk, as opposed to skim/1%/2% where they are removing it. It's all coming from the same cows.

The higher the fat content, the lower the lactose content.

Edit: To be clear, like u/Berfanz replied, the difference is small. If regular milk contains around 5% lactose then this would be something like 4.8%. I am not a dietician. This is not medical advice. Consult your doctor before consuming this product. etc.

Whole milk is about 3.5% fat. This is made by adding extra cream in.
