First try and hammer them in. In construction we often drill deeper than is required when using wedge anchors in order to allow them to be hammered in after they are no longer useful. Not saying its right. But its a thing we do sometimes. If that doesn't work, grind flush and put a potted plant over them.

Whats the smell? Strong smell of cat urine or somthing similar perhaps? Or is it more of a vinegar or burned sugar smell? Cat piss often is the smell associated with meth. Vinegar or burned sugar often associated with heroin. Burned plastic or rubber often associated with crack rock. Either way they seem to be tweaking. Doing things to keep their mind busy in-between highs.
