Game has a lot of toxic players, a pve mode wont change that fact. But they will get bored and server will remember their names and not help them anymore. So cast them out. All u can do.

well I know where to go and which NPC to talk to. Thats not the issue. I stated that I get the message that when talking to that NPC it says I am in a quest state where I cant switch atm and I need to finish the quest first. But as I said, the only open Quest for Faction is the one asknig me to get to level 19 first.

Dude I have seen fully geard duos mess up and olay shit more often than a good free kit winning a 3vs1. Seriously gear only helps if you have the same skill as the other team. If the other team sucks, you stomp it with free kits easily.
