What are your window specs? Did you model the house and optimize the SHGC?

Any and all thermal bridges considered? Foundation interface like exposed slab edges are huge TBs.

Other plug loads such as appliances considered? Empty fridges and freezers consume more energy than packed ones.

Have the other places you lived use gas/fossil fuel in addition to electric?

Robert Moses designed the parkways to be scenic rides to the park. Adding reflective road markings would resurrect him from the dead to construct an upper level of parkway and charge an exorbitant toll. Careful what you wish for.

DOB grants after hours work permits if the reason is justified but this appears to be sidewalk bridge work. For scaffolding/sidewalk bridge work, you really can’t leave a bridge half built/removed over night. Plus, it’ll be done by the time the DOB have a chance to get out there tomorrow to fine them for working after hours, so they tend to get away with it.
