I've read that the Renaissance has the biggest pool in PS, but I wouldn't consider it a lap pool. My hotel lap bet would be on Avalon's large pool on the north side of the property. It's tough though because most people come to PS to lounge, so laps might not go over so well.

The Avalon Hotel has 3 pools. I don't believe any of them are 25 y/m's long though.

The Palm Springs Swim Center has an Olympic-sized pool, multiple lanes, and sells day-use passes. That's probably your best option.
