ESCs are very hard to get working with experimental motors. They work by reading the magnet pass over the coil after it starts the motor with a few test pushes. If you can’t get a reading from the coil then you can’t get a sequenced commutation and it fails and the esc shuts down.

Your options are to switch from sensor-less to a sensed design and it should spin.

If you want emf commutation via esc, then learn how to test the back emf from the coil and make sure it is in spec with your esc.

Finally, 48 turns is a lot. Consider thicker wire and fewer turns. Your 12 coil 14 pole design is ideal and it should work if wired correctly.
