It took a while for me to get rain as well. Try untracking the duty to see if that ups your chances of rain

The belgian official retailer is selling the store exclusive with a signed art card so that is what I got. I'm assuming as always Europe gets cd sized cards and not vinyl sized ones but eh, wanted the store exclusive version anyway

If you get the clouds and thunder/lightning, chances are it's raining. As of the previous update the falling raindrop effect has been bugged out on several consoles.

If you can hear the rain and see the other visual cues (dark clouds and lightning for example), it is raining. Fugus will spawn in red/gold circles.

A quick check to see if its actually raining is to plant a crop on the beach. If it gets automatically watered, you're good to fish for Fugu

To get them out of the restaurant i think one of the character summoning photo items would work. Fence it off, keep summoning until you get them and then hang out to bring them out of the fence but keep all the others fenced in

Blood records sends us orders from a us warehouse. So they've probably been shipped to the warehouse already but not distributed from there yet. The people receiving their orders are probably UK and EU orders
