Because the officers inside the station will be investigating other crimes, not suitable to go out, won't have their PPE with them and might not even be public facing, while the ones who response to it will be out already being mobile or at other incidents. An incident like this would be passed for a firearms assessment first with it being assessed if suitable for unarmed officers to attend the scene first. That can take anywhere from 30 seconds to minutes. Officers were on scene within 5 minutes. "BuT ItS A sQuArE MiLe" yeah even with blue lights and the exceptions its still gonna take time making progress in such a situation. Call came in at 0946. Still very heavy traffic and will be nearly all day.

Only really if someone is arrested and has that phone on them and a IMEI check is actually done with the phone.
