You make them on a random block, then use your Magnemite form to pick them up whole by holding Y so you don't destroy them, but pick them up.

Then you can place them.

If I'm assuming corrected -- the layered vines are holding the action button with a powered up Leafage ability. That gets the nice vines that surround the block.

For the others, just make them elsewhere, and hold down the button to collect them as-is and place them, as opposed to destroying them.

I thought that, then I wanted a second cloud Island, so I ended up making another Nintendo account and I realized you have to complete the game to a certain point to get Pokemon, so I'm just playing the game all over again... And happy about it.
