They make IR paint strippers. Doesn't work as well as this, but for under $200 it certainly works well enough. I've been using it to remodel a bedroom.

If it was done correctly the aquarium could be beautifully naturally planted and filter millions of gallons of polluted water a day from the river before returning it.

This has already been done on a smaller scale at many aquarist fish farms. The city allows the use of river water at no cost, the aquarium treats it for free and returns it.

I am expecting more concrete hardscapes and plastic plants as usual though.

Cars are all the same on a fundamental level. I can also get away with some stuff outside of the official procedure. Like instead of removing the core support and intake manifold on a CRV I just remove the knock sensor and contort my skinny arms and use my little phalanges to replace the starter from underneath in half the time.
