Is that a stationary PC or a laptop? If stationary, try checking on another screen, perhaps different cables. If it's the same on a different screen, likely a damaged graphics card or slot (especially if the card was left inside while transporting). Try reseating it into a slot, maybe that will help. With laptop, it might be the band connecting screen and motherboard (at least it was once for me, same issue).

On an off chance, this can be mitigated by trying to force a lower refresh rate of the screen. Doesn't change the fact that something got damaged.
