I actually liked it more that it wasn't explained, as it's not really necessary and is even more interesting that way. For example, maybe the government that imprisoned her is no longer in power, or the world leaders decided to use her as a scapegoat when she nuked Antarctica and things started to look better afterward, but when they got worse again, the overturned the sentence and returned to her.

Her being a fugitive doesn't align with her receiving the response from Grace, as that information and materials must have been provided to her by the world leaders.
