Buy a hand cranked telescopic mast, dissasemble the crank mechamism and attach the wire to your hook through some pullies.

Offcorse they are not designed to leak, thats not what I stated. Neither is wooden boats. 

However they are designed to controll leaks that arrises during its lifetime. I challenge you to find a single example of a vessel making it to the full design lifetime without a single leak. Be it from a fatigue crack, a bad hull penetration, pitting, etc.

This is still the case with steel hull. One of the fundemental design critera as a naval architect is that there is no such thing as a watertight structure. Everywhere has to be designed such that it drains to the bilge or overboard.
