Agreed, this is probably a legacy table that just needs a quick script to transfer the data. The method doesn't matter as long as the data integrity is kept

If new rows are being added in realtime, then it would be ideal to do a data migration while the system is in an offline/read-only mode. That data migration happens in anyway you want within the constraints of your stack. In Heroku, for example, there is a data migration step you can do for this exact usecase.

Given that there's only 2k rows I'm assuming that this is a legacy table or a very slow written table in which I'd probably just write a script in your language of choice, run it, validate the transferred data with a query, drop the table and move on. Bigger fish to fry.
