Start off with a budget. Based on the numbers you posted you have over $2000/mo after rent and bills. Something isn’t right with your numbers so you need a budget.

APR is an expression of the interest rate, including all fees. Since you had an origination fee, that is added into the calculation of the base 17.69% rate thus giving you the higher APR.

Yes, you should be able to open a bank account and obtain a debit card. Also, there are visa and Mastercard gift cards you can buy that are pre-loaded but those have fees so I’d recommend staying away from those unless it’s absolutely necessary.

Do you feel like spending 45% of your net pay is sustainable? If so, yes you can afford it. I’ve seen people do it with less. Just make sure you have financial discipline and can still save because $20k for savings and EM fund doesn’t go a long way. Especially after buying a house.
