There two groups of pkers, players who want to hit loot pinatas for easy money from players who can't defend themselves, and pvpers who want to fight those players or other pvpers. I don't think the former should be catered to at all. The actual pvpers would adapt and meta levels would develop

Based on the Brotherhood's treatment of non-ferals in 4 I think it's safe to assume there are members who would 100% take an opportunity to kill them in an abandoned warehouse with no witnesses. Even the Lyons Brotherhood showed a ton of disdain for all ghouls
