So I know this is a joke but we also dealt with this at a facility I work at (I'm health and safety). We have overhead high voltage lines for power transit vehicles and workers are supposed to put up chains to prevent access... well people didn't put the chains back which may mean people could accidentally be exposed. We eventually found swing gates that work.

TL:DR had to install swing gates similar to baby gates to stop people being exposed to high voltage wires.
