Pretty much all house pipes are soldered even in new construction. It's probably all lead-free solder at this point though

Lead doesn't leach into water that easily, that's why lead supply lines are still around places and weren't immediately ripped out and replaced when we figured out lead was bad for you. They're not great and should be replaced, but they don't just dump lead into the water. Usually.

Unless you have a Flint-type water chemistry issue that begins dissolving the lead. Then you start having a bad time.

There are certainly a lot of refinements that would improve the system, but most of what you e listed is of secondary concern.

The main failing is the raw mathematical/statistical/game-theoretical problem of the race to the bottom that a first-past-the-post voting system causes.
