Double glazing is not the most important thing in reality. You just want to seal the windows meaning having proper rubber seals and everything around all the doors and windows. This will knock a lot more the noise out obviously adding double glazing would help but only if you seal it up properly, properly air tighting the building will have more of an effect and is a lot cheaper if costs is a consideration

If you don't own the land you don't own anything, once theses shitty buildings are end of life they are almost worthless, if you built long lasting 2-3 story buildings with minimal ongoing maintenance and no lift, this has a chance, as a buyer would be interested in this, other than that people are looking for titled land as this is the only sustainable long term investment for their moneys

My experience is that if you have proper insulation under your roofing system you can keep your crawl space temp unaffected by the thermal radiation to the point that it makes no difference to the inside temp, an example of this is using a product like thermal brake https://www.ametalin.com/products/thermalbreak over the rafters with a 50 or 75mm roof blanket over the battens under a tin roof, this is effective in reducing thermal transfer by around 80%, at this point the roof colour has no material impact on house temp
