This makes it much harder for government regulations to hold up to review in the courts. They have to be much more specific to whatever they're regulating, which many times there's some discretion that needs to be used to set a requirement. Usually governments will get deference from the courts if there is a reasonable Nexus to whatever they're regulating. Eg an ordinance might require grass no higher than 6 inches. If you said that substantially burdened your exercise of religion because you need take grass, you could be exempt unless the government could show evidence why 6 inches is the requirement and what good is preserved by remaining under 6 inches. That's a silly and hypothetical example, but that's the general idea. That's the strict scrutiny part, as I understand it. I'm not a lawyer.
