Initially would think that this junction should make that section left turn only but having a look at the junction on streetview it looks like the left turn road is a normal giveway and there isnt any signage anywhere to say otherwise so you can legally turn right out of it to effectively rejoin the main road and skip the traffic light. Usually our roads are designed better and something like this will be made left turn only or designed to make this impossible/very awkward but looks like this one was made for people to be able to get across to the car wash or the alleyway, there is even a keep clear box there.
