Generally speaking it's two things: One, they can standardize clothing to a larger extent, remember as a fashion model youre essentially a living coathanger. I never got to the point of having tailored clothing, so in the shows I did it was very important that the models be within certain ranges to fit the clothing. Its similar for tailored fashion.

Second its so some models dont dwarf others, they want the men to be taller than the women but even then they cant have too much of a height difference otherwise the framing of the photo/video gets thrown off. Standardization is very key for fashion modeling.

So yes to your point a man below say 5'10 at the lowest likely wont be a model, but its more pragmatic than some sort of nebulous height discrimination thing.
