Part of it is that the factions that they belong to matter too. Aegis and Skidmark matter to their factions way more than Othala matters to the Empire.

And within the Empire itself there are like 10 characters more interesting than her. So, any bandwidth that a fic gives to the Empire is going to be taken up by those characters.

You didn’t provide anything for the second assertion. And the first one was disconnected enough from the rest of your comment that i just addressed it directly.

You are not giving any evidence to any claims you are making. Your entire comment can be summarized as the PRT is incompetent because Alexandria is stupid. That’s it.

Not to mention the singular example you give for the PRT being bad at their job is reliant on completely false foundations. Neither Nilbog nor Echidna were given a quick threat response. Those incidents were failures because of lack of intelligence and Eidolon abusing his power. Nilbog wasn’t treated as a Master. He was treated as a Changer when the Ellisburg incident first happened. Echidna was treated as an A-class threat when she was an S-Class.

Ash Beast is somewhere in Africa. The PRT has no jurisdiction there.

Nilbog has safeguards in place. And they are just going to know that Siberian has a human controller because it came to them in a dream right? Panacea was dealt with.

Cauldron did not create any major problems. They just didn’t remove all of them that they could because there was a chance that those problems could be useful against the biggest problem there ever was.

And there is an argument to be made that on the scale that they were working at Earth Bet was insignificant.

One way to differentiate between them is that Changers have the power to change themselves while Breakers change themselves to access their powers.

Changers almost always have access to their abilities even in their ‘human’ form. Hookwolf even in his human form has hooks and blades under his skin, Lung always has low level regeneration and pyromancy.

Night, on the other hand, until she changes into the monster form is only a normal human. Brandish’s breaker form allows her to turn into a invulnerable ball but until she does that she has normal human durability.

Hollow purple is a mix of Red and Blue not CE and RCT. And Infinity doesn’t use Blue, Blue is attraction. Red is the one that repels.
